Who Qualifies for Malta Permanent Residency?

Financial Eligibility Criteria

To qualify under the Malta Permanent Residence Programme (MPRP), the main applicant must demonstrate sufficient financial capacity by satisfying one of the following asset thresholds:

In addition, the applicant must:

  • Plan to invest in accordance with the MPRP Regulations (property purchase or lease, government contribution, and philanthropic donation).
  • Have stable and regular resources sufficient to support themselves and all dependants without relying on Malta's social assistance system.
  • Maintain comprehensive health insurance covering all risks typically insured for Maltese nationals, for themselves and each dependant.

Fit-and-Proper & Due Diligence Requirements

All applicants and dependants are subject to a multi-tier due diligence process conducted by the Residency Malta Agency and its appointed service providers.

Applicants must be deemed fit and proper, which generally requires:
  • Completion of thorough background checks by the Agency's approved due diligence providers.
  • A clean criminal record (no convictions for serious crimes).
  • Not being subject to any international sanctions or restrictive measures.
  • No ongoing criminal investigation in any jurisdiction.
  • No prior denial of Maltese citizenship or residency under any other programme.
  • Not posing any threat to national security, public policy, or public health.
  • Avoiding any actions that could reasonably harm the reputation of Malta.

Permanent Residency Status – What "Permanent" Means

The permit is permanent as long as you:

Maintain the qualifying property (purchased or leased) for the initial five-year period.
